In this case, you need to keep the voltage the same. I think the typical
numbers for improvement are around 80% of the capacity of the weakest
battery, rather than 100% or 2x as you would expect.
Some electronics, switching from one battery to the other, would enable
using the full capacity of both batteries. But there is no room for the
circuit inside the case. It is also possible that the lower resistance you get from hooking up two
batteries in parallel would stress the voltage regulator or the battery
charging circuit, but not if the engineers applied typical safety factors.
